In skillet on medium high heat brown and chop ground beef until no longer pink. Add onions, bell peppers, carrots, peas and minced garlic. Cook and stir for 2-3 minutes and turn off heat and set to the side. In a greased 9x13 pan put down a layer of sliced potatoes. Overlap a little and cover the bottom. Separate meat/veggie mixture in half and sprinkle half on top of potatoes. Pour half of sauce over the meat and spread out as best you can. Sprinkle half of grated cheese over the sauce. Repeat layers of potatoes, meat/veggie mixture and sauce. Cover and bake for 1 hour at 350 degrees farenheit. Remove cover and top with rest of grated cheese. Bake uncovered for 30-40 minutes or until cheese is melted and potatoes are tender. Let rest for 20 minutes before cutting and serving.
